My experience with most such sites has been that most simply offer a "posting board" for writers to use attempting simply to offer some sort of "feedback device" to members in developing a respective writing project. This site however seems to be offering a chance to become involved in a "writing community" much more directed at the development of the writer as a professional building a career rather than just a writer writing a give piece of work.
